Minako has an incredibly high alcohol tolerance and has never ever been truly drunk.  And she actually is smart enough to drink enough water to not have a hangover in the morning.

HOWEVER, if there’s booze there, she’ll use it as an excuse to act more uninhibited than she really is.  If Minako is at a party and tops start coming off?  she’ll go topless as well, even if she’s stone cold sober.
