It always irritates me that people think your Hogwarts letter arrives on your eleventh birthday.

Looking at ‘The Philosopher’s Stone’, it should arrive on approximately 24th July – it was nothing to do with Harry’s birthday. 31st July was just the deadline for confirmation of attendance…

It’s fairly clear in both the books and the films, I don’t understand why people always assume it arrives on your birthday, just because Hagrid did for Harry.
